Backup & Installation Notes
  • Always make a backup of the files that are overwritten by the File Archive, as the original files are usually required to update the game to a newer version or to play Online!
  • Some No-CD/Fixed EXE files work fine in Single Player mode but are detected to be modified when trying to play online. When this happens use the original EXE to play online, else you could find yourself banned from the game!
  • When using Fixed Files make sure to use a Firewall which controls outgoing traffic, as some games call back to report the use of these modified files!
  • Some original games do not work when a certain application has been installed, like DAEMON Tools. In most cases using a No-CD or Fixed EXE will solve this problem!
  • Some Game Trainers are sometimes reported to be a Virus or Trojan, the most common is a keylogger called HotKeysHook or the file has been packed/protected with VMProtect or Themida and is recognized as Win32/Packed.VMProtect or Win32/Packed.Themida. I was less than a week into the administration of my 44th president of the United States, the honorable Edward MacKenny, when suddenly the big guy was booted out of office after his popularity rating dropped faster than a meteorite crashing to Earth. And yet the only reason I can deduce for it was that that despite proposing cuts in income and property taxes, a proposed increase in vehicle registration taxes sent the electorate in a rabid frenzy. Of course, as any American who drives knows, it's the states that set their own vehicle registration taxes, not the Federal Government. That sort of sums up the relevant points about Commander in Chief: Geo-Political Simulator 2009, the follow up to last year's ambitious mess of a game, Geo-Political Simulator.
Chief This is a fairly straightforward follow-up that offers enhancements and improvements but it doesn't really address many its glaring weaknesses of the original game. The idea is that you can take over and become head of state of any nation on Earth. You then get the wonderful task of trying to govern, which means flipping through various budget spreadsheets and interface screens as you do things like establish agricultural subsidies on various crops, enact or drop trade tariffs, adjust teacher's salaries, and have coffee with visiting heads of state as they attempt to sell you on some various deals. There is a small army advisors and talking heads that are supposed to help you govern, but they generally just ask you to green light decisions (do you want to invade China?) and offer some incredible gobbledygook in terms of dialogue.
As with last year's game, the trouble is that trying to distill and abstract the complexities of a nation's economy, military, diplomacy, education, health, and more into a handful of screens isn't easy, and it can easily go horribly awry. A dense and confusing interface (for example, the designers still haven't fixed the issue I had with last year's game that deals with troop reductions in a foreign country) and the slow passage of time makes it difficult to gauge whether your policies are having the intended effect. Days can tick by in seconds, but when it takes months or even years to construct major projects, well, Commander in Chief asks a lot more patience than you're probably willing to give it.
Yet there's also a deeper problem, which is that the developers still try to shoehorn every governmental type into one formula. The United States' unique separation of powers, as well as the distribution of power on local, state, and Federal levels, isn't really modeled, which is a problem since the game's main scenario gives you the role of president of the United States. Sure, a European country's parliament may be able to control the salaries and exact number of teachers in the country, but in the United States those kinds of critical details are dealt with on a state and local level. Another example is when it comes to nuclear weapons: you can only build them secretly, which is weird since the US is open about the fact that it stockpiles nukes. It just doesn't make much sense in the overall scheme of things.

Meanwhile, the generalized options that are presented to you don't offer the needed flexibility and control that you want if you wish to actually simulate real-world policy changes. For instance, I wanted to see if I could enact a net-zero gasoline tax, which would mean lowering payroll taxes yet jacking up gas taxes. The idea is that you would make gasoline expensive, thus encouraging people to buy more economical cars and use less gas. That, in theory, would help the planet as well as hurt those oil-rich foreign nations that don't like the United States. At the same time, this gas tax increase wouldn't hurt drivers, because it would be offset with reductions in payroll taxes. However, enacting a net-zero gas tax doesn't seem possible given the options in the game. This is also possibly the only game in the world where lowering taxes actually causes the masses to strike in the street. You would think slashing income and property taxes to zero and instituting a modest national sales tax would be a popular move for a country that's sick of IRS paperwork; instead, it sent my popularity plummeting.
